Why is Ari NCIS's best villain?

Introduced in Ncis season 1, episode 16, "Bête Noire," Ari broke into Ducky Mallard's lab and kidnapped him. Kate Todd eventually arrived and interacted in a strange relationship with a then-unnamed villain. Mark Harmon's Leroy Jethro Gibbs remained fixated on locating him for the following several episodes, particularly given he didn't show up in any database NCIS could access. His worst crime involved single sniper shot murder of Kate. When Ari's own half-sister Ziva David killed him upon learning he had gone rogue, his reign of terror came to an end.
