One Piece Already Has all the hints to explain why Roger was too early.
Roger was too early, as chapter #968 already showed, since Shirahoshi, better still, Poseidon hadn't been born yet. Wano's boundaries were similarly closed since Momonosuke was too young to order Zunesha to destroy them, therefore keeping Pluton out of grasp. More especially, Roger had very little time left and was gradually dying. Roger very certainly understood he needed the other two Ancient Weapons to defeat the World Government, assuming he knew the World Government possessed Uranus.
Thus, even if he wished, Roger could not act knowing the planet was sinking except to motivate the next generation to venture out to sea and accomplish what he could not. Vegapunk naturally does not know any of this, hence from his vantage point, it appears as though Roger gave up, split his team, and turned himself up to the Marines for execution.
Roger Laughter Understanding the Future Was Positive.
Having said that, this still does not help to explain why Roger laughed in Laugh Tale against the reality. Of course, the idea that the despotic World Government intends to utterly flood the planet is not very funny. Therefore, some supporters have seen Roger's chuckle as a bitter laugh, an extreme reaction to exactly how bleak the future looks, and Rayleigh's drinking habits could also help to bolster this theory.
If The Library of Ohara's thesis holds true, though, Roger knew someone would inherit Joyboy's will and ascend to become the next Sun God Nika. If true, Roger would have been laughing at the description of Nika's crazy changes and skills and praying that he was born in the present to see Nika's outrageous talents becoming reality.
"We Were Too Early": One Piece Finally Explains A Key Pirate King Mystery
One Piece keeps exploring the truth behind the Void Century, and a big issue that comes up is what exactly about the sad battle Gol D. Roger and his crew discovered so humorous, and why Roger said he was too early? With the disclosure that the blue planet One Piece is sinking, Vegapunk's message has rocked fans and in-world characters. If this was actually the same reality Roger found, then maybe there could be another explanation for his unusual laughter and even later behavior.
Vegapunk tells the world in chapter #1116 that Roger and his team also found the truth about the Void Century and wonders why they did not act on the knowledge they came upon or forward to anyone. But as Roger himself notes, he was just too early to act regarding the globe falling for various reasons Vegapunk is not aware of.
Though elusive as the One Piece is, this well-known hypothesis contends that Roger's very first comments in the series might reveal the clue to its whereabouts.
Roger understood, somehow, that Nika will be reincarnated twenty years from now and that there are numerous more minute hints that back up this. Of course, Toki's prophesy about the dawn that would arrive in twenty years is the most damning piece of proof. Oden was sure in his letter to Toki in chapter #972 that a great war would strike twenty years hence, hence Toki despatched Momonosuke and the Akazaya samurai twenty years into the future.
Only if what Oden and the Roger Pirates unearthed at Laugh Tale confirmed Joyboy will be coming in precisely twenty years would Oden be able to make such a definite comment.
