The Seven Briefly Had seven members for The Boys Season 3.
The Seven have only sporadically had seven members during the course of the show; Stormfront died in season 3, Homelander killed Black Noir later that season, and Translucent was slain early in season 1. When The Deep returned, The Seven included seven members of The Boys season three; this only held until Homelander murdered Supersonic. Since then, The Seven has never had seven supes; Black Noir's death only reduced the group's total count. When Homelander killed Supersonic trying to fight for Starlight, Starlight herself left the Seven.
A fresh iteration of Black Noir will take place in season 4, hence it is doubtful that the public would ever know about the change, so his death might not count against the public view of The Seven. While fighting Soldier Boy in the season 3 finale, Queen Maeve suffered major injuries; she retired from public life and Vought International assumed she killed in the fight. Unlike The Deep, Starlight left the organization to expose Homeland's terrible past of corruption, murder, torture, and violent manipulation; they have no desire in returning to the Seven.

The main reason the Seven hardly ever have seven members in the show universe is The Boys themselves.
In real-life terms, The Boys' uncommon presentation of The Seven main characters makes logical. As Queen Maeve and Black Noir's early absence of character development suggests, any show finds it difficult to balance that many characters and make them all relevant. The Boys themselves are the key reason the Seven seldom really consists of seven members in the show universe. They helped many other exits but abducted and killed Translucent. Starlight's choice to leave the team was greatly influenced by her covert cooperation with the Boys.
The Only Other Time The Seven Had 7 Members Was The Boys Season 1.
The Seven actually had seven members for a little period when The Boys season 1 first started. But A-Train started a series of events that changed the gang when she unintentionally killed Hughie's girlfriend. Hughie joined the Boys to exact revenge on superiors, and the Boys abducted and savagely executed Translucent, the wicked member of The Seven. Another supe in season 2 replaced translucent, the covert Nazi Stormfront; but, The Deep was booted out around the same time when Starlight revealed his past of sexual assault. As such, the group never had seven members until Supersonic's fleeting presence.
The Deep's comeback in season three lifted the group's numbers up; the arrival of Supersonic also raised their numbers; unfortunately, Starlight's later departure and Supersonic's death put them right back down. Luckily for Homelander, there are lots of supes waiting to join the company. While some, like Stormfront, want to capitalize on its notoriety, others, like Supersonic, are unaware of its actual nature. Until the show presents Sister Sage and Firecracker upon its comeback to screens in June 2024, viewers won not know which camp the new supes of The Boys Season 4 fall into.
Boys: The Lore
Inspired somewhat on Garth Ennis's comic book of the same name, The Boys is a darkly funny superhero spoof. The Boys promises more graphic action and deft takedowns of the never-ending flood of superhero culture as the fourth season's release date approaches. But the rich history of the program can be challenging to follow, especially when The Boys comics and TV show share similar character names but pursue rather separate narratives. One instance of this is the perplexing name of The Seven.
Though much liked by the public, the Seven are Superheroes primarily meant to help the public view the dishonest company Vought International better. Every one of the Seven is imperfect; Homelander, their commander, is a lethally dangerous sociopath. Only Homelander and A-Train have stayed during the three seasons of the show; supes have come and gone from The Seven. Starlight departed after seeing the degree of the gang's corruption; Deep left and later rejoined; Queen Maeve left after partnering with the Boys, a vigilante group dedicated to overthrowing the Seven.
The Boys carries on its parodies in Season 4.
The Boys is following its pattern of parodying itself in Season 4, and the new episodes should top the comedy of Dawn of the Seven.
