Though the Fallout series has included the Mysterious Stranger for years, very little is known about his background, clearly by design. Having said that, Bethesda has dropped hints that might guide viewers toward solutions. The most often accepted idea holds that the Lonesome Drifter, musician who camps outside of El Dorado Gas & Service in Fallout: New Vegas, is the father of the players' "Guardian Angel".
The Drifter mentions briefly his father, remarking that the patriarch was enigmatic and a "stranger" even to his own family, while the guitar-playing loner lacks too many specifics. Although that could be sheer chance, the NPC also carries.44 Revolver that resembles the weapon the Mysterious Stranger wielded rather exactly. Bethesda has never admitted whether the familial link is canon, but the discussion has been sufficient to appease those fans yearning for explanations.

All the same, the Mysterious Stranger is still among Fallout 4's most thrilling Perks regardless of the background. Given his erratic spawn pattern, players that acquire the perk should develop Luck since the statistic determines his frequency of appearance. Having said that, the Mysterious Stranger is still a desired Perk solely because he's so immensely entertaining to witness in action, even if one chooses to spec your Sole Surivor in another way.
