The fourth Captain America movie Brave New World picks up on a major component of Steve Rogers' legacy: the events of Captain America: Civil War, even if Steve Rogers might not be part of the narrative.
Steve Rogers became a fugitive after defying U.S. government instructions to capture Bucky Barnes during the Civil War. Secretary Ross kept following these banished heroes in Avengers: Infinity War and Black Widow even after the Civil War. But once Endgame's events unfolded, the government's hunt stopped.
The Captain America: Brave New World teaser, however, shows Secretary Ross—now President Ross—telling Sam he wants to make Captain America a "official military position." Once more under American government control, this action would help to mend the strained relationship between the government and Captain America. Although the United States wants Captain America to be a worldwide emblem, their requests sometimes contradict Steve and Sam's moral standards. Betty also last saw Bruce in The Incredible Hulk, before he left New York as the Hulk. Although her is absent from the Brave New World teaser, Liv Tyler's comeback as Betty Ross has been confirmed for the movie.
Though it offers a fleeting view of Sterns in a hat and jacket, the trailer does not really highlight him as The Leader. The Leader is the main enemy of the movie, according to reports, thus his appearance and political schemes are quite interesting. Complementing the Hulk link, Ross' arc from The Incredible Hulk carries on as he changes into the Red Hulk of the MCU. Ross's lifetime goal was to seize and weaponize the Hulk; today he is the weapon he sought to use.
Mark Ruffalo's Bruce Banner is apparently missing from Brave New World even though several characters from The Incredible Hulk are returning. Ruffalo reportedly said during a Q&A at the Santa Barbara International Film Festival that he would make a comeback in a 2025 MCU film according to Variety. Later accounts, however, revealed that Ruffalo misinterpreted the question, thinking he was verifying "Brave New World" as one of Marvel's next films rather than that he would be in.
Still, given the movie's connections to his story, it wouldn't be impossible for the Hulk to make an unexpected appearance given the MCU's past of hiding significant cameos and appearances. Though the Hulk is facing personal difficulties following the birth of his son in She-Hulk, there are no hints implying his presence in Captain America: Brave New World. Although Ruffalo's MCU path is not ending, he might not be starring with his Incredible Hulk co-stars in 2025.
