Penelope is Lady Whistledown, first noticed by Madame Genevieve Delacroix (Kathryn Drysdale). Most of the Ton women see her as the modiste for outfits for different social season events. Penelope hires Madame Delacroix to help her distribute her scandal sheets to the printers as she sees Penelope walking to her shop every day. Penelope has parcels arriving and departing her business every day.

Penelope and Madame Delacroix have enterprises to run and things to guard regarding their identities; thus, their relationship fits both of them perfectly. Eloise said Madame Delacroix was Lady Whistledown in Bridgerton season 1.

Eloise bridgerton

Eloise has been intent on discovering Lady Whistledown's actual identity since the first Bridgerton season. She first comes across London's early women's freedom groups through print shop apprentice Theo Sharpe. Eloise arrives at this via her search for Lady Whistledown. After which Lady Whistledown reveals her relationship with political radicals, Queen Charlotte believes Eloise is Lady Whistledown.

Knowing Penelope is Lady Whistledown betrayed Eloise, especially considering the author damaged the reputation of the Bridgerton family with her works. Penelope thought that was the only way to free Eloise from Queen Charlotte, but it might have ruined their relationship.

Colin Brendon

Colin Bridgerton in the books was the first to discover Penelope as Lady Whistledown. This doesn't happen until the fourth novel, Romancing Mister Bridgerton, which was developed for season three. Cressida Cowper shows extraordinarily unusual intelligence to identify Penelope as Lady Whistledown after a chance meeting with the printer's apprentice provides her with identifying information. Trying to pilfers the money required to leave her family and start her own life, Cressida blackmails Penelope and Colin.

In the last episode of Season 3 Penelope finally turns back her power, so Cressida's finding is useless. Cressida is as much a victim of culture as Penelope, even though her attempt at extortion is unforgible. Her treason is one of desperation and opportunism.

Portia Featherwick

When Cressida blackmails Penelope, she feels obliged to tell her mother the truth about her secret identity. Given her capacity to lie and keep a second life, Portia would seem to be a valuable friend; nevertheless, she is unable to help Penelope.

She truly finds it shocking that Penelope, even when she confronts her daughter for writing about her own family, is Lady Whistledown rather brilliantly. Penelope's ability to demonstrate how her mother contributed to her feeling of loneliness finally helps their relationship to repair.
