Starlin and Morales are joined for this four-issue miniseries by coloring Hailey R. Brown and lettering Michael Heisler. The first problem spans three distinct time periods and features narratives that at first seem unrelated but as the reader advances they start to see them converge. A mystery woman wakes on the planet Penetralia and discovers she is face to face with fascist Order operatives. A teenage misfit is also fighting the Order in another era as they try to eliminate her and other "non-essentials." At last, another young woman, an Order agent as well, suffers with uncertainty and paranoia. As they thread the several narratives together and seed mysteries for next issues, Starlin and Morales drive the plot ahead with a droit speed.
For Starlin, Order and Outrage is a restoration to cosmic form. Order and Outrage is solidly in this genre; his name is connected with vast, Space Opera stories with strong philosophical and metaphysical concerns. Starlin is not happy to recycle past events and in Order and Outrage he and Morales investigate intersectionality, examining how much race and class shape a person. The Order eliminates individuals they consider as "non-essential," and the definition covers everyone who is not wealthy. Order and Outrage is a very topical comic in a society of growing income disparity and state-sponsored violence.
Jim Starlin helped greatly define Marvel, producing Thanos, Gamora, Drax the Destroyer, and others even though he did not design the "cosmic" part of the company. Apart from building Thanos, Starlin had an unforgettable journey on Captain Marvel, which finally gave him the chance to finish Mar-Vell's story. Infinity Gauntlet from 1991 is maybe Starlin's most well-known creation. Starlin developed one of Marvel's largest stories—a vast cosmic epic that set Marvel's heroes against Thanos, who had wielded the Gauntlet to wipe half of the universe—with artist George Perez. The first three phases of the Marvel Cinematic Universe would be derived from this narrative, therefore enabling the popular acceptance of Starlin's innovations. Starlin has done considerable work at DC as well as creator-owned series, albeit most renowned for his Marvel work. Starlin now is back in the space opera genre he pioneered at Marvel in Order and Outrage.
Order and Outrage not only notes Starlin firing all cylinders but also penciler Rags Morales. Working with Brown's vivid colors gives the setting of Order and Outrage life; Morales gives Starlin's characters life. Order and Outrage is a great return to the space opera Jim Starlin is known for for readers of his cosmic tales and creations like Thanos.
