Ari Haswari is still the most important villain on Ncis even though he first appeared almost twenty years ago. At one of the most important periods in the history of NCIS, Rudolf Martin's character is fundamental in setting the scene for the future of the series. Martin plays a renegade Mossad officer from Israel. Though he puts the original NCIS characters in risk, Tobias Fornell (Joe Spano) and the FBI initially shield him. Now that Michael Weatherly and Cote de Pablo are returning in a new series slated to delve further on the characters, Ari Haswari is circling the NCIS universe. Following their life together in Europe as they raise their daughter Tali and elude an unidentified threat, Tony & Ziva will pick up where the agents left off in the flagship NCIS series. Filming for the limited series on Paramount+ will start in summer 2024, so the show will broadcast as such. Ari was crucial for Ziva's entrance, thus he is in the conversation.
First appearing in NCIS season 1, episode 16, "Bête Noire," Ari Haswari was a Rogue Mossad agent. With Ari arriving to NCIS Headquarters in a corpse bag, the episode looks at the idea of nightmares before they become one. Ari coolly holds captive in the autopsy room Dr. Donald Mallard (David McCallum) and his medical assistant, Gerald Jackson (Pancho Demmings). Kate Todd comes down to provide Ari's asked evidence and gets pulled into the hostage scenario. Her participation in the events results in Kate's passing during NCIS season 2.
Though the Major Case Response Team finds it graphic, "Bête Noire" is regarded as one of NCIS's best episodes. Ari makes a reappearance in episode 23, "Twilight," the season's finale. Equipped with a sniper rifle called "Kate," he targets Caitlin Todd in the head. Given the circumstances, Gibbs naturally becomes enraged and resolves to eliminate the renegade Mossad operative. Ari dies in the start of season three, but at the hands of an unusual gunman. When Gibbs finds her half-brother has betrayed Mossad, Ziva David targets him to defend Gibbs. Ari's narrative helps Ziva introduce herself to the team, and her killing him gets Kate on the roster. It's among the most important changes NCIS has seen.

In Off Duty, the NCIS stars seemed to heavily tease that Rudolf Martin could return to the shared NCIS universe. Cote de Pablo suggested that Ari reappear in the new spinoff as a ghost, and Michael Weatherly seems to imply that he could fill a more substantial role. It comes up when Martin is asked about his dream role, which he said is a double agent but in Germany, which would be more fitting for the actor's background. De Pablo adds her delight at bringing Ari back to the series by adding him in the spinoff following their interview with Martin.
