Amanda Waller is Preparing for War Against the United Planets
In a preview of Green Lantern #13, Hal Jordan escapes Oa after a fight against the Green Lantern Corps, now controlled by the United Planets' leader, Lord Premier Thaaros. Unfortunately for Hal, he is captured by Amanda Waller and imprisoned in her secret prison on Gamorra.
Waller reveals that she is betraying her alliance with Thaaros. When Thaaros comes to collect Hal Jordan, he will find "a container full of sharks". Waller is curious about the power source of Hal's new Power Ring and threatens to torture him for information. Hal Jordan stands firm and refuses to give in.
Waller Has Already Coalesced the DC Universe's Powers
Amanda Waller spent months secretly working to take down the Earth's metahumans by any means necessary. She used high-ranking politicians and the media to gain the power she needed. Waller became the head of the Bureau of Sovereignty, an independent agency with unilateral power.
Waller acquired Failsafe, a powerful android, and the Brainiac Queen, a living supercomputer. She used the Brainiac Queen to create fake videos showing heroes attacking the public. This led to heroes taking to the streets to clear their names. Waller then unleashed Task Force VII, which included Amazos, to steal the powers of heroes like Superman and Wonder Woman. With the Earth quarantined from space, the multiverse barricaded, and the timestream sealed off, the heroes had nowhere left to turn.
Waller is Willing to Fight Green Lanterns to See Her Goals Through
Waller has a complicated relationship with Thaaros. He is in charge, but she has always been independent and resists threats to her authority. Waller has six powerful Amazos that have the powers of heroes like Martian Manhunter, the Flash, and even Green Lantern.
These Amazos are gaining power at a frightening rate. In Absolute Power #1, they drained Doctor Fate's helmet of its power and made Jim Corrigan unable to conjure the Spectre. Waller has created the most powerful team on Earth, possibly the Dc Universe. She is prepared to take on Thaaros and any Green Lanterns that come for Hal Jordan.
Waller Will Stop at Nothing to Control the DC Universe
It is not clear what Amanda Waller's true end game is. It is known that she has a Mother Box and is building something. However, it is clear that she is not just trying to control the Earth's metahumans. She is trying to make sure nothing can threaten her reign, which includes the Green Lantern Corps.
Waller has already planned for this conflict, and is prepared for warfare from space. Hopefully, whatever happens with the Green Lanterns won't make the world any worse than it already is.
