One Last Story Arc Might Illustrate Changes in Society.
The concept of hero society, and how this civilization so reliant on hero figures started to show cracks in which people could slide through and get lost, turning them into villains, was one of My Hero Academia's main themes over its duration. With people opting not to assist Shigaraki because "a hero will do it," and they didn't want to become involved, he was the perfect illustration of this. Should even one person have extended a helping hand to Shigaraki (other than All for One), he might not have ever turned into a Villain.
Most of the League of Villains echoed this, and it demonstrated how hero society neglected people on the margins. Shigaraki's last conversation with Deku confirmed that the old civilization was gone, destroyed like the villains desired it to be, and that the present is the opportunity to create something fresh. To create a society in which those on the brink of becoming villains are not let to fall through the gaps and receive the assistance required. If such is possible, then the efforts of the crooks were not totally in vain.

Though the book hints the introduction of a new enemy following Shigaraki and All for One's defeat, My Hero Academia may be in its self-declared epilogue but it looks this epilogue will be more like one last plot arc. Although this seeming wicked character is still unknown for now, they could provide some understanding of how precisely things have evolved in hero culture.
Since the third-years like Mirio Togata graduated and Class 1-A progressed to become class 2-A, Chapter 425 largely concentrated on the graduation celebrations at UA. Near the end of the chapter, though, a pair of scissors is seen followed by an enigmatic crying person with disheveled hair who looks to be sporting a face mask. Wandering barefoot, the figure huffing with each step emerged from a tunnel into the wrecked ruins of a city.
The most recent chapter of My Hero Academia presents a new enigmatic character that invites the possibility of a whole new arc before the series ends.
Having only seen on a few panels, this new character hasn't yet done anything sinister. Their frightening look alone implies that they might be on their way to become a villain. Given their circumstances (sobbing, barefoot in the ruins), this does appear like someone who might have lost everything in the conflict. If so, now is the time for a hero to reach out to them, to assist in recovery before bad impulses may take hold and lead to really heinous behavior.
If My Hero Academia is to have one last story arc, then this is the time to show the audience that things really have changed following Shigaraki's defeat and that Deku's new world won't allow people to slide into villainy due of the circumstances of their life. My Hero Academia's narrative clearly shows the shortcomings of the previous hero society; it is up to Deku and the next generation to correct those issues so someone like Shigaraki never shows once more.
