Rogue Might Be a Chuldur in Disguise Returning to Doctor Who
Doctor Who season 14 also has a race of bird-like, shapeshifting aliens called the Chuldur, so augmenting Rogue is not the only fresh element to episode 6. Groff's character bravely replaces Ruby Sunday in the tri-form, willingly exiling himself and the malevolent Chuldur characters to a random realm known to be challenging to discover at the end of "Rogue." Though the movie throws a few signs that Groff won't be Groff's last, Rogue's fate is not looking great given he is moments away from being abandoned with a group of murderous aliens.
The Chuldur have already shown a readiness to kill for considerably less, hence they will demand retribution on Rogue for banishing them to a far-off dimension. Besides that, the Chuldur may kill Rogue, allowing one of them to adopt his form. Groff may therefore even return to Doctor Who in the future, although it could just be a Rogue-shaped Chuldur, driven on exacting retribution from the Doctor for his part in their banishment.
The Doctor Most Likely Cannot Tell Whether Rogue Is a Chuldur (at First)
Actually, before they are split, the Doctor and Rogue spend relatively little time together. Though neither character knows all that much about the other, they may have fallen love each other extremely rapidly. This makes the Chuldur quite advantageous since the Doctor's guard would be down should he find Rogue once more. The Time Lord would probably be so delighted to see the object of his affections that there might be a window where he is startled by a sinister Chuldur in disguise.
The Chuldur would have to act fast to reach whatever their goals would be while adopting Rogue's guise since the Doctor has the technology and the knowledge to finally rumble any aliens playing tricks on him. Though their motives may be significantly more complicated and call for more time passing under the guise of his new love interest, they could just wish to murder the Doctor. The Chuldur all saw the Doctor kissing Rogue, hence he will be more easily fooled.
Though it will not be the joyful reunion you are hoping for, Rogue's Doctor Who Return Is Inevitable
Though with a dark and sinister twist, Jonathan Groff's bounty hunter character in "Rogue" might conceivably resurfaced in Doctor Who in some capacity. Although Jonathon Groff is separated from the Doctor during the closing minutes of the episode, "Rogue" adds him to the Doctor Who season 14 ensemble as the titular bounty hunter. Groff might run across a problem with the role he will be portraying should he return to Doctor Who, though.

The Chuldur can adopt a new form at will, whereas the Doctor's regeneration cycle is triggered automatically upon mortally injured injury. While the Chuldur's talents for changing their form cause narrative problems that can now virtually never be corrected, the limitations to the Doctor's shapeshifting enable a degree of control over Doctor Who's storytelling.
For many more characters in the Doctor Who world, even the reasonable likelihood of Rogue resurfacing as a Chuldur now applies. Shapeshifting can contaminate a story well in a manner from which one cannot recover. Once characters are introduced who can alter their shape, character comebacks and even deaths all come with an asterisk since it signifies there is a probability that nothing is ever permanent, nor precisely what it looks. Having said that, it can fit the genre and Rogue's comeback as a Chuldur in disguise may provide a fantastic Doctor Who plot.
