About all of these characters, there have been various hypotheses generating waves in the Doctor Who following. "The Legend of Ruby Sunday" begins to reveal them all at once, but only Susan Twist's true character is meaningfully described. Mrs. Flood does have one scene, though, that clarifies some aspects of her character.
In "The Legend of Ruby Sunday," Ncuti Gatwa's Fifteenth Doctor eventually meets Ruby to explain that he has worn many faces previously. Fifteen tells Ruby that Time Lords can, "hide [themselves] away," therefore augmenting the decades-old Doctor Who regeneration mythology. This suggests that rather than the process the Doctor's people experience as an involuntary reflex helping them evade death after being gravely wounded, Time Lords might have the capacity to regenerate at will.
The episode links with the Doctor's talk with Ruby and hardly allows this information sink before moving on to offer the largest clue yet regarding Mrs. Flood. Mrs. Flood tells the Sundays, "It's nice for me to get out," upon arriving to take care of Ruby's grandmother. I am constantly hiding myself. Dobson's delivery of the line is very sharp, and Russell T Davies finds it too serendipitous for Dobson to have included by accident. Unless they have personal experience with the Time Lords directly, this is not usually knowledge that an Earthbound human possesses. At least, a history with the Doctor.
It seems like too much of a waste not to include at least one new individual who is a Time Lord and is hiding just as the Doctor described to his companion, given "The Legend of Ruby Sunday" emphasizes so firmly on the idea of regeneration when the Doctor is investigating who Susan Triad actually is. Though it doesn't remove Mrs. Flood from contention for belonging to that category, the hidden figure in issue might not be the Doctor's granddaughter.
Mrs. Flood might be among the bad ones even if she is a Time Lord. She seems almost to be savoring the approaching arrival of Sutekh, hence it is improbable she would be ready to assist the Doctor. She is therefore more likely to be one of the more sinister Time Lords, so either the Rani might be poised to resurfaced in Doctor Who or she could be a fresh iteration of the Master. Mrs. Flood might instead be a legendary future rebirth of the Doctor - known as the Valeyard.
Susan Triad verified as an avatar of Sutekh means that Susan Foreman, the Doctor's granddaughter, could perhaps make her first appearance in decades. Mrs. Flood being Susan in disguise presents a problem since it would probably mean Russell T Davies had to return as a villain, which would be quite daring. Therefore, even if that would surely be a disappointing turn, Mrs. Flood is most likely portraying a new Time Lord who has never before shown up in Doctor Who.
