Supported by dragons in the heavens, building a blockade on the Gullet under control of the most potent navy in the world is a massive action.
Acknowledging the significance of little houses, strategic strongholds, and geographical locations—much of which the later seasons of Game of Thrones overlooked—House of the Dragon has done so remarkably thus far. The show emphasizes that in George R. R. Martin's universe, war cannot be won just by dragons fighting other dragons. Aegon's throne room scene demonstrates how important economics is during conflict and how much the tranquility of the common people has to be preserved. Given House of the Dragon season 2's primary war set piece—the Battle of Rook's Rest—it wouldn't be shocking if the Battle of the Gullet was moved to season 3, maybe early on.
