Though he is an actor prior to joining The Seven, the new Black Noir is still a Supe; his talents benefit Homelander's team. Given Homelander's mounting resentment for non- Supes, it seems doubtful he would have chosen an average actor to cover for Noir. Black Noir isn't bashful about his powers in The Boys' early seasons, hence this would have made Vought's veneer more challenging to keep as well. Should his successor be called upon for a mission in Season 4, he will be able to present a credible performance in terms of powers and mannerisms.

Black Noir Remains Part of The Seven in The Boys Season 4 Despite His Season 3 Fate
Two of the Supes in The Seven are replaced in season 4 by The Boys, while Black Noir stays around despite Homelander killing him in season 3; given the situation, his replacement's actual identity makes a lot of sense. Since The Boys debuted in 2019, The Seven has witnessed significant upheavals; several of its previous members met untimely deaths.
