This just reinforces that there is an abundance of power. That is true if you go by what this special character has, even in the face of the binding sigil.

That doesn't make sense for some. We are given that she was born in the green witch tradition, perhaps this is a very powerful green witch who was connected to this entity. That also might explain just why Rio Vidal told the group that there was something "Against The Rules", giving us that hint there was a bond! That was one of the more amazing, unique, mysterious moments and makes audiences ask if she was the one in charge and giving these orders.

The latest installment for the MCU, with so many twists is pretty incredible.
