Showrunner for Bridgerton Jess Brownell details why Season 3, part 1 omitted one major story piece from the book involving Lady Danbury (Adjoa Andoh) and Penelope. The showrunner, Chris Van Dusen's replacement for season 3, says Lady Danbury molded the storyline of the main couple in the first two seasons but in season three they wanted Danbury her own story. Below is Brownell's whole response:
There are several explanations. I love how Penelope and Lady Danbury are linked in the book. Given that we have seen two seasons of Lady Danbury significantly impacting the main pair and not only as an accessory on the sidelines to someone else's story, the thought of her having a plot more about her appeals. We wanted to give her greater front stage attention. We also wished to pick up the threads established in Queen Charlotte, which extended her and Violet's background. Linking Violet and Danbury via the Marcus Anderson role—which both follows Violet's story of desiring to "tend to her garden" and keeps researching Lady Danbury's background—felt fantastic.
Many of Romancing Mister Bridgerton's most unforgettable features, including Penelope reading Colin's diaries and her tending to his damaged hand, come to life in part 1 of Bridgerton Season 3. Of course, this also contains the sequence from the Bridgerton season 3 part 1 finale involving Penelope and Colin's carriage journey where dialogue straight from the novel is used. Penelope's friendship with Lady Danbury is one important relationship from the book that hasn't been covered in season 3, though.
The first to notice Penelope's hidden traits and exhorts her to come out from under her social shell in the book is Lady Danbury, the sharp-tongued doyenne. Although this mentoring is really touching, season 3 of the program clearly lacks it. Colin's coaching helps Penelope get confidence instead of Lady Danbury; Lady Danbury is focused on Violet (Ruth Gemmell) and her debutante daughter Francesca (Hannah Dodd).

Brownell notes that they wanted to focus more on Lady Danbury's personal story, particularly her relationship to Violet, as hinted at in the spin-off Queen Charlotte: A Bridgerton Story, hence they removed their association with Penelope. This was achieved by bringing Marcus Anderson (Daniel Francis), following Violet's want to "tend to her garden," pointing out her new romantic aspirations, and looking at Lady Danbury's background with Lord Ledger.
Part 2 of Bridgerton season 3 is slated to broadcast on June 13.
