Now New Police Commissioner for Gotham City is Vandal Savage.
Vandal Savage went back to Gotham to try to destroy a meteor that would guarantee he would be living his long life, therefore fixing his failing immortality. Sadly, his strategy worked perhaps too effectively. Savage did recover his immortality, just inside the limits of Gotham City. Not able to leave Gotham, Savage decided he would rule over it. Savage befriended Gotham's finest, who were still on alert following targeted attack during "Gotham War". Still, Savage was able to wow a wealthy guy called Leonid Kull, who broached the notion of appointing Savage Gotham's new Police Commissioner.
Given that honorable persons like Jim Gordon and more lately Renee Montoya have typically held the job of Police Commissioner, this is really concerning. But the powers at be assume that someone like Savage will cooperate with Gotham's elite and assist to keep the Bat-Family off their backs. Vandal, however, is not in this role merely to support Gotham's upper class. He yearns for leadership over a kingdom. Savage, the top ranking official in the Gotham City Police Department, is protected from the Bat-Family and Vandal may use his position to exact harsh punishment on Gotham's heroes.
Batman's City Changes Forever when a Justice League Villain Claims a Major Seat of Authority
Rising to become one of Batman's greatest authority, one of the Justice League's oldest challenges is occupying his city. Though he might be imprisoned in Gotham, Vandal Savage is making the best of a bad circumstance. Dark days could be ahead for the Bat-Family as the villain ascends to his fresh position of authority.
Gotham's newest Batman Zur-En-Arrh is snooping listening in on every discussion in Gotham, looking for any indication of trouble in Batman #147 by Chip Zdarsky and Jorge Jiménez. Following something catches his eye, Zur-En-Arrh leaves for the city where Vandal Savage is swearing in as Gotham's new Police Commissioner.
Now the Bat-Family Has the GCPD Against It.
The GCPD would largely assist the Bat-Family when Gordon or Montoya was handling affairs. Savage is likely to utilize his position to pursue the Bat-Family, maybe arresting them over vigilantism or some other crime, though. Savage realizes that the largest challenge to his authority is Gotham's heroes, so he is out of control over the city. Yes, Zur-En-Arrh is also a hazard. But for every hero in Gotham, Savage's stay poses a greater threat. As Gotham's Police Commissioner, even Batman could be in risk as this Justice League-level threat schemes his next actions.
