Examining the Force: Emperor Palpatine's Capacity for Future Foresight
Emperor Palpatine claims to be able to predict the future in Star Wars, although it didn't appear to aid him when he was utterly beaten more than once. Referring to Vader's quest to locate Luke Skywalker and turn him to the dark side, Palpatine notes in Return of the Jedi, "Everything is proceeding exactly as I have foreseen," Luke does come to Vader as Palpatine forecasts, but he never succumbs to the dark side; instead, he pulls Vader back to the light therefore giving his father the ideal opportunity to turn on his Master. Palpitine obviously expected none of that.
A brilliant manipulator, palpatine meticulously coordinates every element of the Separatist war and Clone Wars to position him to grab hold and acquire a potent new disciple. Despite decades of preparation, he does not expect Rey to defeat him a second time on Exegol; instead, he does not see Luke Skywalker redeeming Darth Vader leading to his first defeat on the second Death Star. Palpitine Quest of Future Knowledge
Palpatine searches out means of looking ahead and using it to his advantage constantly throughout Star Wars. He attempts to gather as much knowledge as he can via the Force since he knows he can see glimpses of the future there. These visions of the future let Palpatine, with his strategic ability, become immensely strong as he stayed many steps ahead of his enemies. Eventually, he developed an effort called Project Harvester to use Force-sensitive infants to increase his access to those visions.
Originally discussed in Star Wars: The Clone Wars, Project Harvester entailed the kidnapping of Force-sensitive youngsters all over the Galactic Republic. In order to nurture Force-sensitive infants in the dark side and use them later as his operatives, Palpatine started Project Harvester in readiness to wipe the Jedi. Palpatine exploited the children's talents to augment his own knowledge of the Future as he knew the Force could provide Force sensitives visions of the future. Though they were a collection of broken facts, his understanding of the future was more comprehensive with these other visions at hand.
Is Yoda correct that motion always marks the future?
Yoda informs Luke the future is too unknowable to act on when he sees a Force vision of his companions in danger; nevertheless, with every advancement in the Star Wars series, foreshadowing seems to be growing more and more important in the narrative. Yoda is more focused on the present, shown by his mistrust of Anakin's expected position as the Chosen One or a growing threat of the Sith's comeback. Though he counsels the then-Padawan Obi-Wan Kenobi to "be mindful of the future," he spends little time looking for it in visions.
Yoda indicates that it is never beneficial to be fixated on one aspect that might or might not come true since no Force vision is ever presenting the whole picture. Sometimes, like Anakin self-destructs in his quest to save Padmé, knowing one small knowledge about the future causes more harm than good. Though his devotion causes everything else to burn as well, Anakin still loses his wife. Though the idea of fate may be more important than Yoda is allowing, the decisions we make now will always count. He is guiding Luke to act wisely and keep his training going so he can have a chance against Vader when he tells him the future is always in motion. Still, the future may have veered differently if Yoda had encouraged Anakin's questions and concerns about his own visions.
The Nature Of The Force Clarifies Why Vision Is Not Perfect
A living force is by definition a moving entity. Certain Force-sensitive people may be aware of some future occurrences due to the continuous push-pull interaction between the dark side and the light side, but their allegiance to the light or dark will mislead them. The same is true with glimpses of the future; the powers driven by each side of the Force often totally contradict each other. Palpatine was so ingrained in the dark side that he couldn see the idea of the light countering him.
Actions like Darth Vader's atonement, which were entirely motivated by the light side of the Force, would remain utterly secret from Palpatine. Since he only saw events of the future suggesting his achievement, he felt he was on a clear road to triumph. Luke's act so driven by the light side of the Force is so evident as he breaks through Vader's darkness and reminds him who he is. Palpatine's visions cannot grasp it. The same holds true for Rey teaming with all the might of former Jedi; a pure act of kindness that totally offsets Palpatine's prophecies.
Palpatine could forecast everything except his defeat.
Palpatine's vanity prevents him from really understanding what he observes even if he is quite adept in using knowledge of the future to his benefit. Whether or not the Jedi are involved, he thinks the Force is guiding him to feel that triumph is his. Although his actions during Order 66 resulted in the demise of the Republic and the death of the Jedi Order, he underestimates the ability of his opponents to challenge him. Just as he never considers Rey might access "all the Jedi," to equal his power of "all the Sith," he is confident Vader is totally captivated by the dark side.
For a character this strong, Palpatine's numerous losses finally reduce down to something quite basic. His overconfidence and lack of preparation stop him from even thinking about that there could be more to his visions than just the ones that seem like success. Not only does Vader's atonement and Rey's victory on Exegol surprise Emperor Palpatine as he regards himself as unbeatable, but also since he does not see those particular events in his visions. A major recurring motif in Star Wars is the peril of pride, and even its oldest villain isn't free from that.

Palpatine, the senator for Naboo, gained authority and impact during the last days of the Republic.
