He’s able to use magical abilities to completely surprise those involved. Doctor Strange had problems fighting Thanos (on Titan), which was heavily hampered by Thanos's Infinity Stones. Yet Doom's strategic abilities (often using lots of advanced planning) and incredible mind could allow for extremely effective tactical dominance. The Marvel lore emphasizes his power in that strategic planning! He’s beaten Thanos before!
