At last Lobo has the Army to make him a major threat.
Though that was disproved, Lobo might have believed he was the last Czarnian in the DC Universe (save from his daughter Crush). Ever since he negotiated to acquire Chacal and his underlings of Czarnia, Brainiac had a bottled Czarnian city in his collection. Years of confinement in Brainiac's collection, the villain at last started releasing them as part of Brainiac's most recent search for knowledge. Brainiac's onslaught on Earth was greatly aided by Chacal and his troops; the Czarnian army destroyed Metropolis and kidnapped every metahuman they came upon.
Lobo has always been a loner; he even contributed to bring about the demise of Czarnia with a genetically modified virus. Still, he is not about the yearning for relationships. Chacal's crew seems to be everything Lobo is about given their inclination for violence and destruction. Extreme bad news for the DC Universe if Lobo is genuinely accepting Chacal's offer to lead the Czarnian army. One Lobo qualifies as a threat at Superman's level. But an army of regenerated warriors driven by a taste of savagery? The whole Superman Family might not be able to bear that.
