The Sole Survivor might come across an unusual individual hanging around some of the more developed towns as they travel the Commonwealth. Rising at specific places or points, this apparently random NPC's actual identity can be exposed should the Railroad be joined; Deacon has been monitoring the Sole Survivor. These meetings will only happen if Deacon has not already been met as part of "Road to Freedom," although they help to somewhat explain why the top agent of the Railroad knows so much about events in the game.
Deacon Will Be Hiding In Three Fallout 4 Settlements
Many would first see Deacon on the first trip the Sole Survivor makes to Diamond City. Mayor McDonough will welcome the city's new visitor as the Great Green Jewel's massive entryway opens alongside local journalist and future Fallout 4 friend Piper. Several Diamond City security personnel will be seen loitering in the backdrop as Piper and the Mayor trade barbs. Should the ticket office be contacted following the exchange, one can observe a bald guard sporting sunglasses beside the coffee maker. Deacon will have original conversation as he tries to maintain his cover, and on-screen text will just state Diamond City Security. One of the easiest things to miss and the one time Deacon will show in Diamond City disguised before he is hired as a buddy.

Back at Vault 111 lies the last spot evidence of Deacon's stalking. Should the Sole Survivor go somewhat southwest up a hill from the Vault elevator, they will come upon a lookout station. The post is basic—just a chair, table, candles, and some water—but more remarkably it features the Railroad symbol for ally inscribed on a plank of wood.
Deacon would be particularly interested in seeing someone emerge from a Vault, even though there is no proof that the Railroad agent monitoring Vault 111 is Deacon. Deacon was most likely there upon learning the Institute had visited a subterranean facility, and reading Desdemona's terminal notes supports this. She says in them Deacon is pursuing ghosts and believes the past holds the answers to their troubles. The codename of his personal project provides the last major hint regarding Deacon's being the Railroad agent observing the Vault. Desdemona's diaries chronicle Deacon working on a secret project he has dubbed Wanderer. Although this could be an Easter egg allusion to Fallout 3's Lone Wanderer, it also is the Railroad call sign the Sole Survivor will be assigned should they not choose one for themselves. From Fallout 4's early start, Deacon seemed to have grand ideas for the Sole Survivor. In case the Railroad is the faction selected to finish the main questline, he will even assert that everything went just as intended. Though whatever Deacon says should be viewed with a grain of salt, there is no doubting this spy was quite competent at his employment.
