These appendages belong to his dead family, thus they have a sad and terrible background. Shigaraki was a rather complicated character whose life before his turn to evil was challenging. He has complex reasons for his definitely unacceptable and nasty actions. Among the first really difficult enemies Deku encountered is him. Their opposing ideas about humanity collided with one another.
