Their first date (in Mighty Morphin Power Rangers #25) ended terribly when Lord Drakkon (from a twisted alternate universe) appeared and promptly killed Tommy! A devastating event which served to showcase how dramatically some early arcs truly developed. That prompted those amazing developments within this series! And how those kinds of experiences are going to really affect people!

Jason Lee Scott (the Red Ranger) steps up as the leader, shouldering the immense burden following Tommy's death. His actions here serve as an excellent way to display some profound emotional experiences that lead into something grand; it's a necessary and meaningful decision that really helps explain those developments.  Jason gifts Tommy's Dragon Shield and Dagger to Kimberly; he gives her this power; making use of this power is then shown through Kimberly's participation during the intense war.

Why Kimberly Deserved That Powerful Upgrade

It sounds nice, a heartfelt gesture honoring Tommy.   But Jason is smart.  He wouldn't give those weapons for just sentimentality. He believes in Kimberly's skills! He knew exactly how much progress Kimberly already made and realized how capable of she could already be; it really demonstrates that some previously unshown skills already existed!  The show really changes throughout those multiple years – this arc demonstrates that this change could be done wonderfully.

This upgrade comes at an amazing point where a change needed to happen within this series to really convey some fundamental aspects:  it showcases the growth within these various characters. People often underrated the female Rangers.   Even when there were already female Red Rangers it's often remembered just how rarely that happens throughout its long run! Kimberly always proved her worth and demonstrated her skills repeatedly, making that gesture meaningful in more ways than it appears. Her abilities already developed showcase that potential is ever-present.

Kimberly's Leadership: A Powerful Future Foreshadowed

A crucial arc involving an alternate universe – the World of the Coinless, Drakkon’s origins!  Shows a future where Kimberly was already the ultimate Power Rangers leader! Leading that incredible resistance against Drakkon, even without powers initially – her resourcefulness and capabilities really were demonstrated.  She gets more powers; becomes the leader of the Solar Rangers; even kills Drakkon. That ultimate fate makes sense! And that storyline foreshadows an incredible thematic undercurrent and is easily shown through her skills!

While that's alternate-reality stuff; the very fact that Kimberly became the powerful leader suggests what's shown in Echoes of Wisdom already existed in her – demonstrating those capabilities within the primary universe, as Kimberly fought against and defeated a brainwashed Ranger Slayer – this act, the fight alone serves as yet another point towards justifying this magnificent weapon acquisition.  That Dragon Shield and Dagger? That's completely justified, honoring Tommy while also showing Kimberly’s true prowess.
