Kid's immediate sailing for Elbaf, the land of the giants, following Wano points even more toward the man marked by flames. But Shiryu's conjecture in Chapter #1080, implying the man engulfed in flames, could be connected to the World Government, lends still another level of mystery. This theory seems to be supported by the way the enigmatic character surrounded by World Government officials including Akainu, Imu, and even former Marine Dragon is portrayed in the latest chapter. Should this be Shanks' twin, it would help to explain his free approach toward the Five Elders.
