Cyclops has been restored as head X-Man in the "From the Ashes" relaunch following the end of the Krakoa Era; he has been in this capacity since the franchise's opening in 1961. Scott Summers has shown the ethics of a real leader from the very start; he has constantly improved this quality over the years. Though he admits Professor Xavier's mission has flaws, his constant dedication to it drives his continuing leadership.
True leaders are those who can challenge Xavier's vision, question, reason, and doubt before deciding. Although Captain America also must make difficult decisions, Cyclops's readiness to examine the values he supports—even if it results in divisive decisions—showcases a depth of leadership that appeals to readers.
The leadership of Cyclops has not always been praised everywhere, which causes regular criticism from both supporters and other heroes. But what distinguishes him as a necessary leader is exactly his readiness to make difficult, unpopular decisions. Cyclops has chosen what seems dubious in order to challenge Xavier's vision, but finally shows a real will to fix its natural shortcomings.

Although some would find this act cruel, it was justified given Xavier's betrayal: covertly training a team of X-Men, including Cyclops' brother, only to have them killed, then wiping off everyone's memory of the incident. Emphasizing his dedication to do what is right, regardless of personal consequences, Cyclops, unable to trust his mentor, made the tough decision that no one else dared to make in this circumstances.
The tactics and orders Beast gives his team during their attack on an enemy base in X-Men #1 clearly show his evaluation of Cyclops as a combat leader. As seen when he expresses his pride in Juggernaut's performance during the battle, he shows a real sense of encouragement and friendship even as he delivers tough love. Cyclops's leadership style is shown by his dedication to appreciating his team members for their efforts.
Since both Cyclops and Captain America have outstanding leadership, it is difficult to say one is absolutely better than the other. Both reflect more general movements outside of their respective teams; Cyclops stands for the mutant community while Captain America stands for American values. Their different roles call for different leadership styles, and both show great leaders—cunning, fast wit, and compassion among other things.
Beast's taste for Cyclops results ultimately from his classification as a "gifted combat leader." This focus on battle emphasizes Cyclops's military background and experience guiding the X-Men on front lines since his adolescent. His great military experience provides him with a special viewpoint and advantage, so reinforcing his leadership quality.
