Those developers went nuts. They thought the economy would always be amazing - they weren't going to slow down! That led to prices going 300% higher for some land, so nobody could keep up! It finally crashed in 1992. Japan’s economy took a nosedive - super bad times. Akira Toriyama was NOT a fan of what happened. He called these people “the worst person of all,”

He had those loyal workers, like his Ginyu Force, and he wouldn’t care how much they die as long as his goal is achieved. He's basically a symbol of those terrible greedy characters that are so often portrayed in shows like Dragon Ball Z and Dragon Ball Super. And Akira Toriyama created him as the worst, which means his story is super complex and kinda makes sense, given the context!
