Once and for all Batman isn't Her Boss, Batgirl's Genius New Weapon Idea Proves
Currently on a dimension-jumping quest to save former Batgirl Barbara Gordon from an enemy that still stops at nothing to murder her are The Birds Of Prey. Barbara chooses to create something Batman most surely wouldn't approve of once she ends up cut off from everything and everyone she knows: a pistol. Barbara Gordon discovers something unexpected when a weird new dimension keeps changing around her in Kelly Thompson and Robbi Rodriguez's Birds of Prey #10. Not only does Barbara's wardrobe alter, but everything she is holding also changes with every change in the dimension and surroundings. Should she be carrying a knife, it will still be a knife in the next dimension, but it will look different to suit the dimension's new aesthetic. Barbara wonders to herself about this new law of the dimension she is imprisoned in, and she concludes that, should she, "for example," create a gun, then it would still be a gun no matter what happened to the dimension. Though look may change, the new weapon never changes in functioning; if Babs does go through with manufacturing an actual gun, her decision will unequivocally show that Batman was never her boss.
Barbara Gordon Never devoted as others to Batman.
Every other Bat-Family member visited Batman out of some sort of tragedy—usually death—usually related to parents. For Barbara Gordon, this pattern is untrue. Although Batman definitely motivated Babs to become Batgirl, she never truly sought or begged for his permission to do so. Actually, most iterations of the tale have Batman strongly opposed to Barbara being Batgirl. She persisted in wearing the insignia in face of this resistance and finally proved herself. Batman ends up seeing (and depending on) her as a member of his squad, but Babs has never been one to follow his orders or even give all that much thought for his regulations. Apart from one of the three modern Batgirls, Barbara Gordon is also sometimes referred to as the techno-spy Oracle: the original creator of the Birds Of Prey and the Bat-Family communications and surveillance specialist. Batman's two toughest guidelines for the Bat-Family are no guns and no killing. Barbara Gordon has been a bit slack on the no guns even though she has done her best to follow no killing. Barbara, who grew up as the daughter of a police officer, knows her way around a pistol and most certainly had many encounters with firearms in childhood. She is not known for carrying weapons, but she most likely wouldn't object to utilizing guns. With Barbara Gordon even heading the Suicide Squad in her early years as Oracle, her character has always been just a bit more morally dubious than others.

If Babs had to, she would just grab a pistol; she honestly wouldn't give a damn about Batman's opinion. Batman was therefore never actually the boss of Batgirl Barbara Gordon out of all the Bat-Family members.
