Oliver Queen tries to leave his heritage to a former sidekick, Roy Harper, who wants nothing to do with the mantle, while Green Arrow is under Amanda Waller's hands.
Oliver Queen is compromised by his interactions with Amanda Waller, Green Arrow #13 leaves his family in disarray trying to manage his strange turn. Oliver meets Arsenal and Lian Harper as they break into Belle Reve to save Cheshire; he renounces his Green Arrow title and leaves "his kingdom" to Roy before fiercely shoving him off the side of the building towards relative safety. Arsenal clearly shows he has no interest in the Green Arrow title, which he has never worn or sought by rejecting everything Oliver tried to provide him once he reaches the rest of the Arrow crew.
Roy Harper teamed up with Oliver Queen many years ago, and Speedy was one of DC's first sidekews. Their relationship has sadly been turbulent from the beginning. Ollie was meant to be Roy's mentor and father, but he frequently fell short of providing the young man what he needed. Green Arrow company routinely took him away, and he neglected to include Speedy in most of it. Ollie turned away Roy when he started using drugs instead of supporting him through the lowest time of his life. Roy had little option except to get his own footing.
Ever since, the two have balanced forgiveness with conflict; Ollie takes great satisfaction in the man Roy grew to be. Turning out as a team player, leader, and lone vigilante in turns, he went on to establish himself with the Titans as a hero in his own right. Roy's " Arsenal" persona is entirely his own, but he also wears the Red Arrow cloak, indicating he feels himself to be the equal of his former mentor. Roy has developed far beyond Oliver's shadow and won't be stepping back into the Green Arrow title; he does not want it either.
Roy is still very much a part of the group even if he vehemently objected to the Green Arrow title Connor Hawke chose. His complicated relationship with Ollie doesn't change that, though; he is totally dedicated to find out what is happening between the archer and Amanda Waller. Though they have many problems with each other, the two also share pride, respect, and affection. Arsenal won't be Green Arrow and lead in Oliver's place, but he will still utilize all the tools at his disposal to assist his mentor and their common family.
