He is not a Kinoe; his successes against Twelve Moons have always come from the help of a Hashira, a crucial component in these fights. These successes were attained with help even if major contributions were made to destroy Upper Moon 4 and 6. Genya's inability to become a Hashira for overcoming Upper Moon 6 in light of Tengen's help highlights this even more.
