Not only is he alive, but he and the other Sword members are recuperating in the G-5 Marine Base. And to be honest, there are a couple reasons why this is such a big issue.
First of all, it proves that Sword is more than just a group of rebels operating covertly. Do you recall those chaps who attempted to overthrow the World Government? They remain, and they will likely play a far bigger role in the Final War than anyone could have predicted. particularly in light of Garp's disappearance.
